About Hope to Home

The Hope to Home Tenant-Based Rental Assistance (TBRA) Program helps eligible low-to-moderate-income households achieve and maintain stable housing by providing temporary rental assistance throughout Fulton County. Funded by the U.S. Department of Housing and Urban Development (HUD), the program is designed to prevent housing instability, reduce the risk of displacement, and keep families safely housed. Beyond financial assistance, Hope to Home connects participants with supportive resources that promote long-term housing stability, self-sufficiency, and a stronger foundation for future success.

Featured assistance includes monthly rental assistance, housing stabilization support, connection to housing resources, and referrals to supportive services.

Who May Qualify?

You may be eligible if you:

  • Live in or are seeking rental housing in Fulton County’s eligible HOME service area.
  • Meet HUD HOME income guidelines (typically at or below 80% of Area Median Income).
  • Are experiencing housing instability or are at risk of homelessness.
  • Meet citizenship or eligible immigration requirements.
  • Complete the required eligibility documentation and review process.
  • Participate in housing stabilization or case management, if required.

  • East Point
  • Fairburn
  • Hapeville
  • Mountain Park
  • Palmetto
  • Union City
  • Eligible unincorporated areas of Fulton County

 

Applicants must reside in or be seeking rental housing within Fulton County’s eligible HOME entitlement service area and meet all HUD and Fulton County program eligibility requirements.

Please note, the City of Atlanta is not served through the program. 

Required Documents:

  • Photo ID

  • Income verification

  • Lease (if applicable)

  • Proof of residency

  • Housing need documentation

  •  Additional requested documents

Four-Step Application Process

  • Program enrollment (once approved).
