What is WRAP?


The Water Rate Assistance Program (WRAP) helps eligible low-income households in DeKalb County manage their water and sewer bills. As water rates increase to support critical infrastructure improvements, WRAP ensures that clean, safe water remains affordable for families who need it most.

Am I Eligible?

You may qualify for WRAP if you:
  • Income Requirements:
    • You may qualify for WRAP if your household meets the following income thresholds:
        • 1 Person: $48,000
        • 2 Persons: $54,840
        • 3 Persons: $61,680
        • 4 Persons: $68,520
        • 5 Persons: $74,040
        • 6 Persons: $79,500
        • 7 Persons: $85,020
        • 8 Persons: $90,480
        • You may be eligible if you receive SNAP, SSI, or Social Security benefits.
Income Sources Counted by HUD:
  • Wages, salaries, tips, and bonuses: All compensation for personal services, before deductions.
  • Net income from self-employment: Income from businesses or professions after deducting business expenses.
  • Interest, dividends, and rental income: Income from investments and property.
  • Retirement, pension, and survivor/disability income: Regular income from retirement accounts or disability benefits.
  • Public Assistance: Welfare payments from state or local agencies.
  • Social Security and Supplemental Security Income (SSI): Payments from these programs.
  • Alimony and child support: Payments received as support.
  • Veterans’ payments: Payments like those from the VA, excluding service-connected disability benefits for some programs, like HUD-VASH, according to HUD-VASH Operating Requirements FAQs for PHAs and VAMCs.

How to Apply

Step 1: Fill Out Interest Form

Complete our quick interest form to get started. Filling out the form will accomplish the following:

  • Tell us your preferred method of communication: email, cell or home phone, direct mail.
  • You will be added to our Water Rate Assistance Program (WRAP) Mailing List.
  • You will receive regular updates on the program, water conservation tips, connections to county resources, and notification when the official application and submission checklist are available.
    • During the waiting process, please start to locate the required documents.

Step 2: Receive Official Application and Checklist

As soon as the official application is available, you will automatically receive it along with a submission checklist via your preferred method of communication. Fully complete it.

Step 3: Application Review

Our team will review your application within 2–4 weeks. Water shutoffs are paused during processing.

Step 4: Get Notified

You’ll receive notification of any missing documents, approval or denial by phone, mail, or email.
